I worked for Synernet a few years ago and I was good friends with one of the leads (who has long since quit) and she would tell me all of the horror stories about how all of the other leads would constantly cherry pick all of the best reports and best dictators. There was apparently this one lead who would take TONS of reports and put them all in her queue and leave them there all day until she came back at night to do them. They were all the easy, high line jobs that she would assign to herself so that nobody else could get them. She would literally hoard them. When my friend brought this concern to upper management, she was totally blown off and made to look like a chronic complainer and nothing was ever done about it. She said that this was the absolute most juvenile place she had ever worked in her entire life and that everyone in management, from the leads to the higher ups, acted like petty high school girls. She finally got fed up and quit around the same time I did.
