You have hit upon a good point and a problem with the system. The CO is responsible for providing the relevant wage grade at contract award and option renewal. However, almost none of them actually ask the contractor for the locations where the work is performed. As such they normally simply list the wage grade for the locality of the hospital. Technically a loophole has been created as the contractor need never even pay someone a wage grade if their locale is not defined in the contract. Alpha follows the spirit of the law by adopting new wage grade determinations upon contract renewal. It would be unrealistic to ask a CO to provide over 3000 wage grade determinations to cover every possible locale.

We do not like the rule regarding the definition of where the work is performed. It is a nightmare to track. It makes much more sense to use the hospital location but that is not the current rule. We've talked to the DOL, DoD, and the VA about this to no avail.
