Wrong on every point.

You claim the gross is the sum of a line rate plus the wage rate. No, the gross pay is much higher than your calculation. Then you have to add in a proportional amount of money for health and welfare, holiday, vacation, and EO 13706. These proportions are subject to constant change. Alpha pays much more than your proposed payment scheme.

A wage rate is different than a wage grade determination. A wage rate is the summation of all of an individual's compensation. It cannot be expressed as a fixed amount.

DOL wage grades do not instantly go into effect. Call the DOL. You are 100% wrong.

There was no holiday this pay period.

This is a breakdown of an actual staff member's compensation for a recent pay period:

Wage Determination: $16.57
33.06 hours
Total Line rate payment=$489.32
Total SCA payment:$547.84

Since the SCA total is higher than the Line rate, the individual has earned $547.84 for their work.

On top of that, the individual gets $4.41 an hour for health and welfare. However, since this person worked on contracts governed by EO 13706 the rate drops to $4.18 an hour. The person therefore is compensated $138.20 for h&w.

On top of that, the individual had been contracted with the company for long enough to earn $21.04 in vacation benefit.

On top of that, the individual received $14.61 to comply with EO 13706.

Using your formula, the individual should have been paid $547.84. However, Alpha paid this individual $721.69.
