At least not in the conventional sense of what an IC is. That's why Alpha has to pay all that stuff.
If Alpha is paying those things, it is NOT out of the goodness of their heart. They are REQUIRED BY LAW to do so.
By the way, spaces are a VERY big deal. Try reading a report that doesn't contain any.
