The question is, are they actually incentivizing - QA to fill in the blanks

With money or not?
It is very important to distinguish if they are incentivizing QA monetarily to get the blanks we leave.
If I am not mistaken, many QA people were once MTs, so they will understand this problem of pre and post audio, and I cannot imagine why they would persecute us for leaving blanks unless filling them in was going to bump up their pay, in which case I could entirely understand why they would do that and that is why I would never be a QA.
Of course, you do have the odd MT who leaves way too many blanks because they don't want to take the time to do any research at all and you would like to think that this is why they institute this kind of thing, but really they are few and far between, so probably not.
