Sorry to burst your little bubble, but yes, you most certainly CAN embezzle money from your own company. They are taking money out of employee's paychecks, money that was earned by their employees and does NOT belong to them, and instead of putting it into their 401k accounts like they are obligated to, they are putting it God only knows where, likely into their own pockets. THAT is embezzlement (a federal crime) and she could land herself right back in prison for that. It makes total sense now why they are not posting pay stubs. They know that someone will eventually catch onto this and report them.
