More and more MTSO are owned by offshore companies and more are being bought every year. So it is "their" that they are sharing with US MTs.
And why would one think the government is quick to close loopholes? Heck, for all we know, there are politicians getting something under the table from these offshore owned companies. It seems that could be very likely, to me.
