contracts with an independent contractor, that employer is under no obligation to send the contractor a 1099, as no taxes are being withdrawn from the contractor. The contractor is responsible to keep his/her own compensation records and report income to the government. The employer can still send information to the IRS regarding what he/she has paid out in compensation. The contractor does not need to send any "copies" of his/her 1099 to the IRS. It is just a piece of paper with yearly information regarding income... nothing more. It is not like a W2. As long as the contractor keeps his own records and reports his income accurately, nobody is going to get into trouble. A 1099 is NOT mandatory... it is a courtesy.
