I agree with what others here have said, just state clearly what you need (to be paid on time), and tell them that you have discovered they have an issue with late payroll, so you cannot take the job. And I'm saying that as a chronically "nice" person, who doesn't like offending anyone! There are times to simply be clear about one's needs, and this is one of those times. Good luck!
