Please stop spreading this falsehood. My facility has used an offshore vendor (India) and I was present during the preparation of the contract. They have to be HIPAA compliant and India also has confidentiality laws that they are required to follow. We sent them very little PHI and electronic correspondence was encrypted. Anyone who wants to stay in business takes patient confidentiality very seriously.
