I agree there are multiple issues. Part of the offshoring issue has to do with the reason wages are so low, so it is included for that reason, though not specifically spelled out, presuming others know the wage incentive for that. We hope to bring those jobs back to the U.S. We mention more incentives to bringing them back beyond the unfairness to U.S./Canadian workers. There are quality and re-work issues (which also add to the cost, making any perceived savings less meaningful). The security issues can raise red flags for whether it can happen here in the U.S. too, yet it is believed that the laws and penalties are stiffer and enforced more easily on our own shores and jurisdictions, and that we have a culture here more geared toward professional ethics (though agree by no means perfect or foolproof).
