You can figure out whether it was done just to cut wages by simply asking if the line length was reduced to 55 VBC or if the pay was increased 15% for 65 VBC versus character-and-space. If not, it was simply a change to cut pay.
In my case, it was merely a move to get rid of a time-eating pain in my posterior.
As for the rest of your litany of complaints, I pay for headers, footers, demographics, AND comments asking for clarification because the MD can't dictate.
If someone dictates half a report and then deletes it, that gets paid too through tracked changes.
So go squawk about your complaints to your management (it sounds like you've got a bucket of them), not to me.
