When you pay people what they made 20 years ago, that is not decent pay. Even if that is the so-called "industry standard." How about putting your MONEY where your big mouth is? Glad I don't work for you! I really wouldn't like being distrusted the minute I start work on thinking that I am going to "pad lines" to get more money. It's the same thing as so-called "make-up" pay. When MTSO's were paying better, "make-up" pay was not an issue. "Padding lines" would probably not be anything to worry about either, but you have to pay better money than hamburger-flipper wages.
