not wanting to pay a higher minimum wage or not wanting to deal with stricter employment laws is not written into the particular law you are citing. Running a business in order to control your costs in order to stay in business or increase profits is not against the law. It's called capitalism. Whether you or I think it is unfair is beside the point. When laws are written telling businesses that they must run them a certain way (which will never happen here), then it is no longer free enterprise, but another ideology which is not practiced in the USA.
