There is no law that requires reimbursement for Internet use. There is also no law that requires employers to pay people when there is no work; you use PTO or make up the time. I live in WA which would be considered a labor friendly state and some companies don't hire here but it might be because of the minimum wage, insurance issues, or simply because it is expensive to do business in this state and costly to obtain a business license. I think you need to do some fact checking before you make assumptions about why MTSOs don't hire in certain states.
