Again, waiting 15 minutes - sickened

We are being constantly inundated with these emails now about what to do when out of work, and nobody seems to be on the same page as far as how to handle it.  First of all, it is not our fault we have no work.  You hired us, give us something to do.  Second, is it legal to expect us to sit here for 15 minutes each and every time you run out of work before you are allowed to clock in stating that you are indeed out of work?  Anybody that has dealt with the Department of Labor regarding Nuance know the answer to this?
