Nobody needs to be hitting anyone with any objects. There are other ways to discipline that don't include ANY physical abuse. So, let's quit that line of thinking. I'm happy your brother isn't a felon, but there are humane ways to achieve that. Parents bullying their kids isn't appropriate.
