Same thing about OOW. Told to adhere to the OOW policy. Have to watch waiting for work before going OOW. The longer you are clocked in with no work, the lower your line count gets. I'm sure that not making your line count because of no work would not be an excuse! I look at my LPH and figure out how long I can stay clocked in without any dictation before I'm forced to clock out OOW. Sad state of affairs.
