There are actually multiple exemptions to the penalty for not buying health insurance.

Because I could not afford the price of health insurance premiums as they continually increased by as much as 24% each year, along with huge deductibles making the insurance useless, I thought it was time to just pay the penalty. I totally realize that no insurance is risky.

I looked into the penalty and found that there are exemptions to paying the penalty. One is if "the most affordable coverage is greater than 8% of household income", you would not owe the penalty.

Check the Kaiser Family Foundation site for information or even a Google search should lead to a government site that lists the exemptions.
