It goes way back before 2007. It goes back to when KS was issuing paper checks. Checks were being issued late back then and bouncing. I told them I needed my check to be on time because I had a family wedding out of town in another state, and guess what I didn't get paid that weekend. One time it took a month to get my money. It has been happening for years only now more frequently. If you have been paid, then you are a favorite, friend, or relative.
I know for a fact certain people were asked not to cash their checks and to hold onto them for a few days.
