There are some folks who believe that a 1099 is merely a choice by the company, but that is not true. This company (is it a company?) whether based in this country or not, has to send you a 1099.

Please do not take that job. I am wondering if this person knows the work will not exceed $600 - as in catching up a backlog like another poster said.
