I have been thinking about why someone would not want to file a 1099 with the IRS, and the only thing I can come up with is that in order to do so, one must have a TAX ID#, in order to pay contractors. Perhaps they cannot get an ID# for whatever reason, although I think that is pretty dumb reason not to, other than if you are hiring contractors.... hmmmm... maybe she is a contractor herself and her current employer does not want the work farmed out to subcontractors.... who knows. I just feel it is not legitimate, no matter what the reason is.
