Any advice on illegal payment? - anon

I'm not sure where to report this company, but definately want to. I'm thinking the IRS? I was just offered a position for 0.03/line, editing, and was told "there will be no 1099." I asked for clarifcation was was told, "you will not be paying taxes on the money you earn. You send me a bill and I pay you through Google wallett." I obviously told here this is illegal and not okay, but now want to know where to report it.
