Being told I need to register for UI before I can get TAA - Anybody else have to do this

I'm from Wisconsin. I'm required to enroll in the Dislocated Workers Program, which requires me to file for UI, before I can be enrolled in the TAA.  In reading about the DWP, I see that I have to be laid off or notified of being laid off in teh future to qualify.  This in turn means that I have to be laid off to qualify for TAA.  There have been a few of you who have said that I don't have to be laid off.  How does that work?  Any advice?  The hoops for this stupid TAA is ridiculous, especially if your employer plans to keep you around until you can't take it anymore and quit rather lay you off.
