TAA benefits. Has anyone ever really gotten - anywhere with this?

I was laid off from MModal in 2012.  There is actually a petition yet I am finding it NEXT TO IMPOSSIBLE to get anywhere with this.  Either no one knows what I'm talking about or they will say the petition doesn't apply to me (oh really, I got laid off due to no work due to offshoring?)  Then who the he&& is it for then?  Or they will just shuffle me around to someone else . I actually got an email from a TAA "specialist" who said something like "People have been asking about this and once I find something out I will contact you" - well that was 4 mos ago.  

So frustrating.  : (
