If you can't get your state to cooperate there isn't much else you can do.
I was told in California that I absolutely had to be laid-off or at least have gone from full time to part time due to lack of work.
Also, they basically told me you don't get to really pick the retraining program. They said I would have to do coding program if I were eligible.
