Competency badges-can we use them to pay bills. - Negative Nelly

Okay, before I waste my time jumping through their hoops on my unpaid time, is anyone able to give the rundown on these new competency badges? What are the advantages? Hate to be a Negative Nelly, but they have yet to prove me wrong.
