As a victim of their recent layoff spree, I'd say yes - sinking ship.

I was only getting 3-5 jobs a day in my primary just before the layoff and not getting much in my secondary either. I got all the usual excuses when I asked what was going on - slow day, summer vacations, etc. I would email to let them know I was out of work and ask them to let me know when more was available, but of course, heard nothing because there was nothing.
