Send them a 3 day demand for payment (3 days is enough time under the circumstances) with very clear language that they do not respond with payment or proof of payment within that time frame you are giving them that you are fully prepared to escalate this to the courts and appropriate governmental oversight agencies for resolution.
Send COPIES (never originals) of your emails and everything you have.
Send CC to Director of HR, Payroll, local HR, supervisor.
This demand for payment letter will be useful when you contact legal representation.
Send HR copy certified, return receipt requested.
