Minimum Wage and Incentive - CG

Does anyone have any idea if the minimum wage differential will eat into the incentive?  I live in a high minimum wage area and I am still here...LOL  I'll bet they will steal it away that way.  Let me know, please, if anyone has any idea!  Thanks!
