Trust me I'm an MT just like you. I contacted my state DOL and told them I was being forced to go to IC status because I did not meet line count. I turned this down as another MT told me to do. I talked to them the end of October where the DOL in my state stated that they could not force you to go to IC status and that there were certain standards you would have to meet to even become an IC. I also asked her about the PTO thing when you do not meet lines but was referred to another department of DOL. I am still waiting so I will try again today and let you all know.
