Many, if not all, states also have laws governing the use of ICs. Where the state law would come into play, is if the state law is stricter than the Federal law. Thus, if the Feds said IC use was permitted, a state law, being stricter, might forbid the use.

Another thing for the Oregon poster to consider, is just because someone works for a governmental office, does not mean they know what they're talking about. They all like to think they do, but remember we're dealing with the arrogance of bureaucracy here.
