top pay for your tier, you can request and get a raise. There are audit/s, and they check to make sure you work your scheduled hours, and other criteria, etc., but if you pass the audit/s and everything else they check is fine, then you get a raise. I've gotten a raise every year I've asked except once I failed the audit and didn't get one and another time there was a wage freeze. Don't give up, keep asking for a raise and, if you fail, ask again! Don't listen to the negative Nelly's on this site. Just a bunch of unhappy people trying to make everyone else just as miserable as they are. Good luck!!!
