If you are short due to OOW, then you are not required to use your PTO. If you are short for other reasons, it is possible that they will have you make up the shortage from your PTO bank.
I am curious about the comment of the PTO trickling in every paycheck. That is the way it has been done everywhere I have worked, is it different elsewhere?
