I feel like I am doing it right, but get error message - see inside

My shift starts at 9:30 am EST which really looks like 8:30 am with the Central time. So I ran out of work at 9:38 am and got another job at 9:46 am. So I go into work availability and click add issue. I then clikc the first box and make it red since that is the first hour I start working. Then I change the time to 9:38 am to 9:45 am since I got the next job at 9:46 that way they don't overlap. Then I click EANW and add button. When I do that then t he error message comes up and says error-this request outside of affected shifts. I really do not know what I am doing wrong. Manager is of no help whatsever other than read the instructions and watch the video which I have done numerous times.
