That will get their attention. You are an employee, correct? Explain your case. It's time these companies start being accountable for their actions. If you're an employee, you have rights. As an IC, it's different. But as an employee, you should have applied two months ago. Keep your documentation from them giving you the run around and print it out if you can. Take that with you to the UE office.
