You say there IS a "pended rate", which means YES, if something is sent to proofing, the MT gets paid less. So even if the MT can send something with blanks directly to the client, if the MT feels it is necessary to send the job to QA to ensure the client gets the best transcription possible, she will be paid less for that job.
