I didn't sign a contract, per se. - However, I do have an employee handbook.

The handbook does it specifically state they DO NOT pay downtime. There is a section on "manual adjustments" to pay, including any adjustments made to compensation, listing "technical time", which would imply compensation for downtime. But, I am not an attorney - that's why I will be having one look into this for me.
