If you pend a report for blanks or unknown encounter, etc., it goes to QC. They are supposed to listen to the entire report and attempt to fill in the blanks, etc. If you send more than 5% to QC, your pay can be knocked down pennies. QA are reports pulled for post audit and then they rip you apart for minor typos, call it a critical error, and your pay is knocked down to pennies.
