It is not a protected discrimination. The law protects people from certain types of discrimination, only. Geography is not one of those protected forms.

I am not convinced that the minimum wage laws are the reason why Nuance decided against having workers in the state. For starters, the law will not take effect for some time. My best guess is that it would have to do with the other perks that California secures for its employees.
