The first sentence of the 2nd paragraph says "some employees may be approved" to use their own device. That's why I said earlier I'm thinking its in the case of a manager or support person who maybe uses their own personal phone instead of a company phone to conduct company business on. I think they're just sending the emails to everyone to cover all bases, not just to those to whom it would apply.
