If you do not wish to check back in during your non-shift hours, do not do it. The problem is with the current OOW policy, we are not allowed back in after that 15 minutes, even if it is during your shift, unless you have permission, so I think it can be a good thing that you have at least been given the option to check back in and flex if you want to.
