How can it possibly take the TSA over a week - to go through and approve or not

PTO for each specific week. This is insane. The prior TSA approved or disapproved your PTO request within a day or two. This one goes week by week and it takes her over a week for each week. There is no way to plan anything ahead of time. Is she really that slow, or is this just to justify and stretch out her work "load?" Are all PODs this way? This didn't happen until this time person took over for another who left.
