Every state has different rules and unfortunately - some states have dumb rules for UE

New York state for example goes by full days not hours. Hence if I get 15 minutes of work and then OOW I cannot claim for that day at all. Also I need 3 FULL days of no work at all to qualify to claim for partial unemployment, so that is not a possibility for me unfortunately, I tried and was rudely awakened to this.

This is unusual apparently as far as state UE rules, so I assume most states have better rules than this.

I think they are trying to fix it, but the only thing I can do is keep trying to get all my hours in the meantime and when the work is down I ask for yet more accounts, which I really hate, but what are you gonna do.
