The "short list" is generally supposed to mean the list of candidates who remain after unqualified candidates are winnowed out of the pile of applications received - or, after the best candidates have been identified. However, the "short list" for one company can be entirely different from that of another company (both in the makeup and the number of people on the list) - and it can even be different within the same company depending on the hiring situation (for instance, how many people they need at the time).

What they're really saying is: If you don't hear anything from us, you didn't even survive the first cut, so go away.
