Clock on dictation doesn't start until they load it to our server, doesn't matter when they dictated it, only when they sent.
The times I've seen OOW and then getting work that is almost or is OTAT is because somebody or somebodies have been throwing it back in the pool. On some platforms if you take it, then it is signed out to you for awhile and unavailable to anyone else even if you throw it back. When the time is up, then it is available for other MLS.
