I wouldn't worry about putting a hyphen when it's part of a heading, especially since it's not being used as a compound adjective before a noun.
Besides, this is a regular heading on one of the templates for the hospital I do work for, and it doesn't have a hyphen on their template. So I would leave it out. Hope that helps.

Medical making does not make sense.
Decision making makes sense.
This is not a compound adjective phrase.

Decision Day Dec 16, 2010Well, the day has come where I need to decide whether or not to let MQ go. I took a second MT job in September because I no longer want to work evenings (all that is available to me with the Q) and I can't keep up with both of them. I Can't Make A Decision Apr 25, 2014I know I want an RHIA eventually. But I don't know if I want to go straight for an RHIA or get a RHIT then an RHIA. With the RHIT, I'd be able to look for work in two years (or maybe less that that since I have some college credits).
