Can someone tell me about insurance when you quit? - Hopeful
Posted: Nov 29, 2014
If I get another job (fingers crossed) and have to wait 3 months for insurance, does anyone know how much it costs for a single person to continue the insurance from Nuance? Is it better to just buy from the Marketplace until the new insurance kicks in? What did you do?
I'm afraid to go to the Marketplace because my income fluctuates so much. What happens if your calculations are off? Do they fine you if you don't have it for 2-3 months?
I can't just buy private insurance because I have health issues. They don't want me so it's more than I can afford.
TIA

We pay ahead and I tried to fight it but gave up...getting hold of HR or any records after you resign is difficult. Mine ended the very day of my resignation.
I'm so sorry. What did you do then? - Hopeful

She left the company. Why would they keep paying their part of her insurance?
That's why there is COBRA.

look up the federal poverty level for your family size. multiply by 4. if your income is not over400% of the fed pov. level you will get a subsidy. I think you can change your income every month and they will adjust you premium. or at the end of the year they will just take your income and if you are over what you estimated, they will take the difference out of your tax return. just makesure you do not go over that 400% or you get no subsidy at all. it is really not so difficult as I make it sound. they have an estimator calculator on the Kaiser Family Foundation? site I think. They do not ask health questions..that does not matter any more, only your age and if you smoke...premiums higher for those 2. you should definitely try it.

Unlikely Medicaid will take your house away unless you go into a nursing home long term. But some states(listed below) are attempting such. This will probably be unsuccessful as explained below. If you qualify for Medicaid you should DEFINITELY take it !!! Medicaid pays for EVERYTHING. But you have to be really low income for Medicaid. Around 17,000 per year for 2 people where I live.
The Obamacare premiums are really expensive but that is the fault of the gouging insurance companies. I chose a lousy coverage bronze plan because I do not have any chronic conditions. The premiums were about 450$ per month but the government picked up all but 2$ of the tab even though we make just under 3,000 per month. that way, if I don't use the insurance (which I did not) I don't pay a fortune for premiums for insurance I am not using because premiums do not count for your yearly out-of-pocket maximum. This way, if I do use the insurance what I actually spend on HEALTH CARE counts towards my 6,000 deductible. Besides, when you have insurance of any kind, the doctor charges, etc are lower because they have to accept what the insurance plan is willing to pay instead of what they bill. So if they bill 400$ for an xray but your plan only allows for 100$, then you only have to pay the 100$.

Will Medicaid take my house when I die?
In theory, it could. But it seems unlikely, and you should enroll anyway.

Q. If I enroll in the new expanded Medicaid program, when I die and try to leave something to my kids, can the government attach those assets to repay the benefits I received?
A. When I first started getting questions like this a few weeks back, I figured it was just another Obamacare urban legend like many others Iâve heard.
It isnât, although at this point the possibility of the government snatching your house out from under your heirs is more theoretical than real and should not stop you from enrolling in Medicaid if your income qualifies you for it.
But the fact remains that unless they come to their senses (or the federal government tells them to stop), of the 25 states plus the District of Columbia that are expanding Medicaid to cover all low-income households, at least 10 are planning to try to get their money back when beneficiaries die. I know this because Iâve spent the last couple of weeks chasing down information from those states and have heard back from all but three of them.
But hereâs the kicker: Youâll only be subject to this grab, called âestate recovery,â for the years you were on expanded Medicaid and 55 or older.
The 10 states that told me they do plan to go after your estateâs assets are: California, Colorado, Iowa, Massachusetts, Nevada, New Jersey, New York, North Dakota, Ohio, and Rhode Island.
If you live in one of these 11 states, you donât need to worry: Arizona, Arkansas, Hawaii, Kentucky, Michigan, Minnesota, New Mexico, Oregon, Vermont, West Virginia, and Washington. They said theyâre going to leave you alone.
Illinois and Maryland are still trying to figure out what to do, and Iâm still waiting for answers from Connecticut, Delaware, and the District of Columbia.
(If you donât live in any of these states and have a low income, you have an even bigger problem than the prospect of estate recovery, which is the complete lack of any affordable health insurance option because your state chose not to expand Medicaid to cover you.)
Whatâs happening in those 10 states is beyond unfair, because younger Medicaid beneficiaries will face no such threat, and neither will people who get tax credits to lower the cost of premiums for private coverage theyâve purchased through their stateâs Health Insurance Marketplace.
Why is this happening now?
It all goes back to a federal law passed in 1993 that required states to seek reimbursement from the estates of people whose nursing home bills were being paid by Medicaid. This is a completely different type of Medicaid than the program that was created by the new health care law. First of all, to get it, you have to be sick or disabled enough to need long-term care. Second, you must have already âspent downâ most of your assets, although not your home if thereâs a spouse or disabled adult child still living there.
Unfortunately the 1993 law allowed states the option of getting money back from the estates of people over 55 who were receiving any type of Medicaid, and a number of them did just thatâalthough, again, the actual number of people involved was pretty small because up until now, itâs been difficult if not impossible for regular healthy but poor adults without young children to get on Medicaid in any capacity.
Fast forward to 2010 and the major expansion of Medicaid in the new health care law. It said absolutely nothing about how estate recovery might work with this new group, which probably includes some people with assets such as a home or retirement account, despite having a low income. This is by design; there is no asset test for expanded Medicaid.
âI kind of think the issue was overlooked for the expansion population,â Kristina Moorhead, state legislative representative for AARP, one of the few groups thatâs been paying attention to this issue, said.
But the laws and regulations are still on the books. Without guidance from the federal government, which several state representatives told me they would really, really like to have, state Medicaid administrators are trying to fit this new and much larger group of beneficiaries into their existing system, whatever it may be. (A federal spokesman said guidance will be coming "soon" and added pointedly, that in the meantime "states that have chosen to put these laws in place can take action to address this.")
Estate recovery is not going to go well, said Judith Solomon, a Medicaid expert at the Center on Budget and Policy Priorities, a Washington research organizaton. âIt takes effort to do this,â she said. âYou have to track people.â Thatâs easy to do if youâre chasing after people who are living out the end of their lives in a nursing home, but not so easy in the case of people who might be on Medicaid for a few years in their early 60s, switch to Medicare at 65, sell their house and move to another state, and die at 85 having never been on Medicaid again.
Moreover, even if the states do manage to hunt people down and seize part of their estates, theyâre going to have to send the money they collect straight back to the federal government, which is financing 100 percent of the cost of the expansion for the first three years, and 90 percent thereafter, Moorhead said.
Yet âfor every dollar they spend to recover, the federal government reimburses them 50 cents,â she said. âI donât know if it makes sense for states to spend money to recover funds they can keep nothing of.â
So should you take Medicaid or not?
Absolutely yes, even if you live in one of the states that may raid your estate when you die. If your income qualifies you for Medicaid, you arenât eligible to get tax credits to buy private insurance. Going without health insurance is a terrible idea, can land you in huge debt that could well force you to raid your assets right away, and make it difficult if not impossible to get timely care if you should fall seriously ill.
Also, in all but a handful of states, expanded Medicaid is being delivered through private insurance companies that are paid a premium for each enrollee, so the most your estate would have to pay back is the cost of that premium.
Finally, I have serious doubts that states will really follow through on this once the public figures out what's going on. My evidence comes from the state of Washington, which had been advising its newly enrolled Medicaid recipients that if they were 55 or older, the state âmay recover from your estate assets you own at the time of death.â That is, until the Seattle Times wrote articles about it and people started refusing to sign up for Medicaid. The state Medicaid agency issued an emergency rule rescinding the policy at warp speed.
But even if your state doesn't change its mind, there will probably be ways to protect your heirs, according to Morris Klein, a Maryland lawyer who serves on the public policy steering committee of the National Academy of Elder Law Attorneys. Since each state runs estate recovery slightly differently, you should consult an elder law attorney.

It has been several years since Cobra - sm

for me.
But, when i did Cobra, I did not pay the premium until near the 90 day deadline to see if there was anything I needed to run through insurance. All I had was a well child visit, so I paid that out of pocket and let the Cobra go by, BUT
I had a job that had insurance available at that point. If you don't get a new job, could you go to the healthcare exchange with ACA? Healthcare issues are not supposed to affect your eligibility in ACA.
no job and ACA - anon

I had to quit because I injured my back, and I was almost through studying to transition to another job. I looked into ACA, and the ONLY option was Medicaid if you had no income. This happened at the same time that there were people on the news stating that if you were over 50 and got Medicaid, they could take your home when you died (if you owned, and I did), so I looked into paying the total premium ACA without any help and it was $550 for a $6500 deductible!! So I did Cobra for 3 months (sorry can't remember but it was cheaper than ACA) for 3 months, landed a new job and went without insurance that last month before I was eligible at my new job. You have 30 day grace period to pay that premium, so I could have paid it if anything happened.
I have great insurance now (at least compared to what is available now!) but it is a mess!
