In my corner of the world, very few people even have locked mailboxes. Of course in cities and densely packed multi-apartment complexes, it's certainly a good thing to have at least a lock on your mailbox. The PO Box is somewhat of a luxury around my low to middle income neighborhood. The poster whose check was held by her neighbor came back and explained what happened. It sounds like the neighbor purposely kept it trying to decide whether or not to bring it over to her. I have a feeling that she was maybe contemplating trying to cash it herself but then decided not to, so gave it up to her.
