There is a big difference between would not or did not. You do make it sound like she was withholding it on purpose.
It's possible she's a procrastinator, in which case, that's not a "would not" situation. It's also possible she put it aside and forgot about it. Again, not a would not.
The would not would mean one of a couple of things: A beef with you for some reason. She has something wrong in her head and gets pleasure from doing this sort of thing.
